BUYING CHARCOAL in ZAMBALES is that really illegal?

Hi Could you give me an advice about this case of my poor parents who encouraged to buy charcoal in zambales as they wanted to start a business of Carenderia apparently after they bought the charcoal.While driving on the way home there was a police car tried to stopped them and at the end they file a case on them.My parents are innocent and doesnt know any idea of what to do they asked my parents to pay P12000 each for their bail and after few months theyre case was closed after so many months they receive a subpoena thay they have to pay again for another P12000 each and later on they recieved a warrant of arrest as they didnt reply on the letter as they knew they already resolved the issue.until now theyre stil paying theit attorney which is realy a burdend for them as they already old and my father is having diabetes..Our family are worried about this i hope someone really helpful would able to help us..thanks

apparently the forrestry code prohibits charcoal without a license. they have to face the case
