how could I get someone convicted with this crime? I saw a site that says male prostitutes cannot be convicted. unfair naman yun!

for example.. a callboy is inside a mall wandering around looking for customers.. He looks wealthy and all that.. then induces people to have sex with him in exchange of money?

what crime is he liable? my answer would be Article 202 (4) of the Revised Penal Code - vagrancy (any person who loiters without lawful or justifiable purpose). But im having a hard time to support it. any ideas??? help please
