Contract Sale Condo w/ Only Master Title and No Title For Specific Condo Yet

Is it possible to purchase a condominium townhome unit from Global Asiatique on contract in Pampanga while there is no title existing? The current scenario and explanation from Global representative is that they have submitted for filipino government to release title for each unit and until approved by government there is only a Master Title on the entire parcel of land..and possibly the units already built. These units are occupied by owners and I will be second person to own this unit. The title in perpetuity when released will be for approximately 75 square meters within the walls of the townhome-style home and the entire parcel is nearly 100 square meters.
