Arresto Menor

I have a cousin who is a bumped off passenger of certain airline.He sought the help of a PAO lawyer. After telling said lawyer of how it happened, he asked my cousin to photocopy his tickets and all other documents he has with him, which my cousin faithfully completed. But its been eleven months and nothing happened, in fact he just found out that it was never filed.Feeling taken for granted, he decided to hire another lawyer. So, he went to the PAO to inform his lawyer of his decision. Upon hearing it, his lawyer apologized and reasoned out that he has been very busy and then promised to file the case this time. Now, its been a week and my cousin has been going to the PAO but to his dismay, his lawyer always out due to a convention and one time due to an emergency. Whats very frustrating is that his lawyer never informed my cousin ahead of his change in schedule, even though in the first place, it is the lawyer himself who set the dates of their supposed meeting. My question is, given the situation above, can my cousin terminate the services of that lawyer? How should he tell it to that lawyer?

I hope you could give me advise on this. Thank you very much in advance.

did he pay any fees to the lawyer?
