School's Tuition Fee Increase but no Teacher's Wage Increase

I am a regular employee of a tertiary institution (with 400 students). Last school year 2010-2011, they had a tuition fee increase BUT there have been no wage increase on teacher/staff salary. The reason of the school is that they had received a low turn-ins of incoming enrollees, thus there will be no wage increase. AFAIK, it has been stated on CHED regulations that 30% will go to the wages of the employees. There had been consultation that was held before the implementation of the tuition fee increase and it was signed by the Administrators, faculty, student council, parents mainly for purposes of CHED requirements but the stipulations there was not executed that there will be salary increase. Where could we file a complaint? CHED or DOLE? Are we late to file a complaint since this is already school year 2011-2012.
