is it normal to a Philippine company that ever since there is no Tax refund to its employee?

my company automatically deducts tax to our salary, what i am amaze i heard about my cousin that every year they are given a Tax refund in their company

it depends first whether you are entitled to a tax refund. constant tax refunds would mean they are screwing up in computation at the beginning of the year. do the math to see if you are entitled.
