Arresto Menor

Greetings.

There's a man with his scooter who's coming and doing his 5-6 lending business together with his sidecar boy* clients in front of our house (on our side of the road.) Everyday, maybe for at least an hour or two.

are there any laws that i can hold on to or that can help me about this problem?

I'm hesitant to file complaints to the Barangay as they didn't take my last complaint couple of days ago seriously (an incident about me having appalling verbal exchanges with sidecar boys who's doing their drinking session, again, in front of our house.) as the people in the Barangay are well acquainted with these sidecar boys. They argue that even if it is in front of our house, it is a public space (sidewalk.) Therefor anyone can use it at will.

Please take note that right across our house is an eatery/sari-sari store that also sells liquor/houses for rent. They no longer have sidewalk as it has become part of the store itself so every sidecar and scooter patrons of theirs are always parking on our side of the road.
