Amicably settled accident, what else should be done?

Arresto Menor

Our car figured in an accident with another.
The police investigated the scene then invited both parties to the station.
There we reached an amicable settlement before the police.

Our insurance will cover their damages,
and "we" have already submitted and complied all requirements asked by the insurance.

However the other party refuses to submit their papers to our insurance even though we verbally agreed that "our insurance" will cover their damages and we will not ask from them for our damages.

The money for the repairs will only be released once the other party submits their papers (such as: copy of OR & CR; Driver's License; Rev Estimate; and Cert of No Claim) required by our insurance.

We have given them the instructions to send their papers (easily photos of their papers) to [Insurance Provider Name] and the contact info of the insurance. And we gave them the instructions immediately a day after the accident.

And yet it's been more than two (2) weeks but they still refuse to submit. They refuse but also insist to be paid. When they themselves are the cause of the delay for refusing to submit to our insurance.

What should we do? What can they do?
