Arresto Menor

I am a regular employee of a BPO company servicing a US based corporation. We have a new leave policy stating that whenever we do not work on Philippine holidays our leave credits will be deducted. The holiday pay still applies given we report for work. The company does not require us, though, work on some US holidays. For additional data, we have 15 VL and 15 SL credits. My concern is that whether or not they have the legal authority to deduct our leave credits if we do not work on PH holidays. Thanks.
