Sir/Madam,

I would like to ask if selling of oil like diesel and gasoline from particular buyer disembarked at sea from ship like cargo vessel with a volume of 80,000 liters a month or more is a sort of smuggle?

If the transaction does not pass through our customs and did not process the forms and payments of the fees in customs, then it can be a form of smuggling.

Then sir how can I report this and to whom I will report the viral smuggling of oil happens in my hometown specially in island when the authority also part of this smuggling?

It should be reported to one of the officers of the Bureau of Customs.

Document everything you report so that you can follow it up with the officer-in-charge of your case.

By the way sir its not imported oils, the transaction done locally that comes from manila or cebu.

Report it with your local authorities, then.

Inform the police of such activities that are occurring so that they may take action.

Inform also your Mayor as to what you know so that he can inform the coast guard of the presence of the sea vessels that are conducting illegal trade of gasoline and diesel in your area.

Inform the local media outlets as well, and hope that they will take cognizance over your report so that they can do investigative journalism on said issue.

They are doing this illegal activity for 12 years and counting. All politicians are involved because for 12 years nothing happens there business goes stronger they build larger boats much larger houses. This type of business is an example of black market. Hope you can help.

Gather evidences. Take photos, and take names. Try to gather as much intel as you can and report it to a trusted media source, like Rappler or Inquirer.

After informing the media, let us hope they can make an investigative documentary regarding oil smuggling in your area.

Ideally, your LGU officers should be handling such illegal activities since it is well-within their jurisdiction to combat such crimes.
