I would like to ask for your help or advice. I graduated last april 2017 from a university in samar. They wont release my tor because i wont be able to attend the pre board exam for i have relocated already. They only gave me tor "for employment" . Now, i wnt to take the upcoming board exam this june and i till dont have any tor yet therefore my requirements for filing for board is incomplete. Now i have talked to our dean and pleaded to release my tor. Accdg to him, magagawan daw ng paraan to if i am willing to pay 3,ooo pesos para m release ito. Kasama na daw jan ang suhol sa cashier. I did my research and s far as i can tell, it is not compulsory to take the pre board. Is it legal for them to hold my tor?
