Arresto Menor

just a question about a video scenario i saw on FB.

the scenario/video goes like an enforcer was issuing a ticket to a motorist.

and suddenly another motorist came to stop by and the enforcer just let it go

then the conversation of the enforcer and the motorist goes like ;

motorist : boss, bat di nyo hinuli yun? di nyo tiniketan.
enforcer: bat mo ko viniVideohan ha?! bawal yan!

the 2nd motorist who just passed by and let go by the enforcer has clearly have a violation ( no helmet, the back ride has also no helmet ) but the officer didn't issued a ticket to the 2nd motorist.

Now , my question for this one is that ,
* * is there any law that prohibit us to take a video recording of an individual person or a person that is a public officer?

* * 2nd question, if there is a law that prohibit us from doing those things , is there also such an exemption? ?
such things like what happened in the scenorio , unfair execution of the enforcers' job. , or something like anomaly from any form of public offices / gov't jobs

We'll thats all i want to ask 😊 coz the " What Ifs " question keeps stuck on my mind . And so far i cant find amy article yet regarding my qeueries 😀😀😀

thanks 👍👍👍
