Lifting Blacklist Order

Does anybody here know the ropes on how to hasten the procedure in the petition for lifting a blacklist order in the immigration? What are the usual grounds for denying it? Coz the prescribed period for deportation is 12 months and it has passed already..i believe there is no other known reason for it to be denied as the person has served the "penalty" for the violation (no AEP)...they processed the request for lifting via some crook asking for hundreds of thousands and to no avail...i just feel so sorry for them as they seem to have no idea on what they should do...so I wonder if anybody could give an advice that I may relay.
