Arresto Menor

Hello! Just asking who can sign in behalf of the OIC of an RTC branch who is on indefinite leave? I urgently need a CTC of Court Order /Clearance as per DFA Requirement. Its been a few days sobrang nakakalungkot every single day na hindi inaaksyunan ito. I just feel na napaka simple lang naman pero bakit pinapahirapan naman ang mga tao? Is there any other unit in the local RTC na pwedeng lapitan para matapos na to? Thank you to anyone who can help. Good Day!
