Problem to get Title of fully payed house memorandum of encumbrances

We had our house fully paid on 03-03-2010 from a development corporation and PNB attach a memorandum of encumbrances on August 4 2010. On that time the house was already fully paid.
From then we being send back and fort and I really like to know what can we do to get this title clean we like to sell it and we are not able to for many years now.

Fully paid from the developer on 3-3-2010? Why did PNB attach a memorandum of encumbrance on the property if it's fully paid?

Get a cancellation of mortgage from PNB and have it annotated on your title.

Yes we fully paid and have the official written, you men I can request that at the PNB head office?
or do I need to do that with a lawyer.

No need to get a lawyer. If the loan is fully paid for, the bank will issue a signed cancellation of mortgage which you will notarize and annotated.
