Unfortunately, no. Your BF cannot marry you since there is still an existing marriage in the US. There will be a risk of the legal wife going to the PH to have your marriage (in case you guys still go through with it) annulled on the ground that their marriage is still existing in the US.
Our laws respect marriages entered in other countries, so it would be foolhardy to marry him here while his marriage with his legal wife has not been formally divorced yet under US law.
