can employers legally freeze the salaries of its employees? under what conditions can this happen?

i work for a school which has not given me a salary increase for quite some time now. according to them, the reason is i have reached the ceiling of my pay grade/rank and that the only way i could receive increases again is for me to take an MA. i have been with this school for 25 years now and i was never told, nor was it part of any contract, that an MA is required in order to continue receiving increases.

your thoughts?

there is no legal right to a pay raise. all that is required is minimum wage.

study the policy. is it actually enforced? to my mind if it is stated and enforced reasonably, then i have to agree.

and employee is not aware of the salary cap?
