If someone gave false information to a Police Blotter, can he recant a few days later without repercussions?

yes, as long he is able to give a valid explanation. and particularly if it wasn't under oath.

Is fear and panic a valid explanation? What if he signed the blotter?

i would rather go with something like mis-appreciation of the situation and realization after some contemplation that he has doubts about what he actually knows.

if the police are not doing anything about the info he gave, it may not be necessary to do anything.
