Arresto Menor

Republic 529 prohibits stipulating any other currency but the PH Peso, but why then (as far as I remember, it was a long time ago) some stores in Subic sell in US Dollars? I understand they are in a special economic zone, so does that mean the SEZ provides an exception..?
