Even if the lender does not enforce the acceleration clause in the agreement when he has cause to do so DOES NOT mean that he presumably waives his right to apply the acceleration clause at any stage of the agreement.
Acceleration clauses, simply put, is a way for the lender to ask payment of the whole debt kapag di nakapagbayad yung nangutang for ilang months na, depending on the terms of the agreement. That stipulation you mentioned simply means that the lender still has the power to apply the acceleration clause even if di nya pa ginamit kahit na may grounds na sya to do so.
