What kind of complaint

My father car garage canopy (tent only) was hit by his neighbor coconut fruit tree twice which bore 2- big hole in his tent. The property of my father is sourrounded by concrete fence. When he informed the owner of the land (agri), the owner is a Chinoy businessman refuse to compensate the damage cause by his coco fruit plant. My father just want a replacement or pay the actual cost of the tent which he assumed the cost around P8 to P10+K.

He plan to file a complaint in the barangay so what kind/type of complaint should he file? Does it fall under malicious mischief or what? Please give us your legal advice.
