Arresto Menor

I would like to file a complaint to NLRC regarding my operations manager. he gave me a corrective action two of the same infraction (failure to take corrective action). he progressed the second while there is no initial sanction yet. can you give two corrective actions and progress the sanction even before the first has been reviewed or tried?
