Why is the courtesy lane in DFA only admit those who are permanent (with GSIS)? Are the contractual employee on government establishment are not government employee? Im just asking

i am not familiar with the guidelines of the dfa, but if they state that they are including only employees with gsis, then i believe that to be a valid classification.
