BIR NOT RELEASING CAR

Good day po. I just want to ask for your advice. I purchased a house and lot. already paid. Papers (notarized and signed deed of sale have been submitted to BIR with other docs . BIR holding up my application for certificate authorizing registration (CAR) because according to the BIR officer, the seller still have things to be settled with bir regarding a business the seller had.( the property I purchased may have been used when the supposes business was in existence) They will not process my application until the seller settles his obligations. Is this legal? The seller will not care since he already got paid. What will I do? The obligation of the seller has nothing to do with my transaction. pls help
