ESTAFA AND QUALIFIED THEFT

Last May 2014, when my whole family were about to return back in philippines from japan, I met a certain filipina and convince me subscribe shipping cargo of our belongings ( with totalled 7 jumbo balikbayan boxes ) on a cargo service provider and posed herself as a shareowner. From time to time, these boxes were sent and picked from the hotel where my family stay. This girl took charge to transact with me about the boxes. At first, she dont ask payment until the day before we depart I pay her with an equivalent amount for 7 boxes. After 3 months, i the boxes were still undelivered to my house then I initiated to connect with the cargo service provider , then made me surprised when I found out that 4 boxes already reached philippines and were already stored in their warehouse 2 months ago. Despite Home address and handphone number of reciever were written in the boxes, they did not contact and inform me the reciever about it. When I clarrifired the reason for undelivery, a different person representing herself as the owner of cargo service provider told us that they haven't recieved the payment yet for the shipment and that the person who initially posed as a share owner in not connected with the company.I asked them why they did not immediately informed us about the arrival date of the boxes and why they authorised that girl to do the shipping transaction and recieve payment on their behalf, but the owner has no answer on my question. Later I discovered that 3 boxes containing my valuable belongings, 4 laptop computers, 2 tablets, handphones , jewelries and personal documents were being held on possession by the girl who decieved me and now don't want to communicate with me, while the owner of the cargo service provider told me that i need to pay those boxes so i can claim it, and becoming more difficult to connect for a communication. No receipt was given to me after I made payment . In lieu of this, what steps do i need to do for this. Is the Cargo service Provider has no holding responsibility to assume on this trouble ? These 2 parties are now staying in japan, How can I sue them on legal proceedings ? Please Advise...

It's a problem it's done in Japan.

Why didn't you DEMAND a recepie, when you paid??? By that it's big risk you will have to pay again, AND have a much weaker case, because that give the possinility to the woman to claim she keep them because "it isn't paid" BUT she get problem to explain why she didn't keep ALL your boxes...

But some errrors are made by them anyway (At least not messaging you they had arrived, BUT that's not criminal...)
How does the owner explain HE has the 4 boxes with low value, but not the 3 high value?
