Arresto Menor

2 entities (a corporation and a bank) entered into an escrow account (as a guaranty of payment of service in case the bank fails to pay) agreement in another bank. if the bank becomes under PDIC receivership, how can the other party (the corporation) withdraw the escrow account ? and when?
