Arresto Menor

hello

i was caught by group of police last oct 2006 because of a crime. afterwards got released the next day. i got nbi clearance in 2007 and interviewed by nbi Qc. they had me gone to rtc. the rtc released a resolution that i was not the accused in the case. i got nbi clearance everytime but today i was again to be interviewed by QC. this thing annoys me because i already submitted documents to them. what should i do. i also want to complain regarding this. pls do advice.

pls also advice how to file case to those arresting officers for misidentification.
