Actually, when I applied for a NEW application back in 2009, they did advise it. But I live in Cebu and its not easy to go to Batangas or even ask somebody to go there? Imagine the expenses that I will incur? I mean they can check my fingerprints if it matches with that person or other ways to cross-check the matter NOT me making the effort for them. It is a foolish system actually, now I know why criminal cases in our country takes so long to solve because of this "palpak" system. Here abroad, they have mainstream system and electronic as well, coz i got my police clearance here and you can really compare the difference.
