atty may tanung lang po ako may relative ako nakapatay ng kapwa niya pinoy outside the country criminal liable po ba siya ?

so sir kung bumalik siya sa pilipinas di po siya liable ng criminal offense ? kasi sa oustside country po ginawa yung krimen ?
