if this is a private school, they can do it since wala silang habol sa student kung ibibigay nila mga documents ng di nababayaran lahat ng fees. if public school naman, they can't do it. i am former lecturer. actually depende sa school policy yan. para rin yang exams, may school na nagpapa-exam kahit di pa nakakabayad ng tuition fee, pero hindi ire-release ang grades and other docs kung di ma-settle ang account.
