Can I renew my passport though I have a pending legal case pressed against me in the Philippines? I heard from my brother that there was a warrant of arrest issued 2 yrs ago.

My passport is expiring next year, and I am planning to renew it abroad. Is it possible to renew...? What are the legal bases that a person bared from renewing his passport? If cannot be renewed, what shall I do next? I am planning to renew it 3 mos. before it expires.

And I think I dont have HDO because I was able to go back home 4 mos. ago and years back. Please help me.
