Does the barangay have the right to totally close a road due to cementing it? It is a 4-5 meter wide road and is the only road i can use to get to the main road because there is no alternate route and I need my car to get to and from work which is 1 1/2 hours away. Do I have the right to insist that they make this road passable while they are working on it? There is no alternate road. What are my rights as a resident here regarding this? They say it might take up to a month to cement the road. I really need to use my car. Please advise me.
