Arresto Menor

A portion of my titled lot was separated by a concrete fence I constructed. This portion is being used as a dirt road and lately was cemented as a two lane road by municipal funds, but to this date, I do not recall donating this portion of my lot or any agreement whatsoever separating the portion from my land. Do I still own this protion that is now being used as a road of my neighborhood?
