Arresto Menor

we wish we were smart 6 years ago, pay attention and get right of way in writing. However, on a withess stand the Judge confirmed we have right to 4 m. access and 3 m. space in front of the property/house. We are walled in by defendants landlords. Looking for reasonably priced replacement Attorney after 6 years of abuse.
Question:
Exactly when these rights were enshrined in law or precedents?
