I am a foreigner who has lived in the Philippines for the past 30 years. My wife died 5 years ago and yesterday I was awarded custody of our three minor children. Because we own property the court decision stipulated a bond of 1 million pesos before guardianship letters can be drawn up. Can I get this reduced? If so how do I go about it?

??? if you are the father of these children, you should not be having to be filing for guardianship. Unless there are some missing details here?

if you don't have the cash, you can get a surety company and just pay a non refundable premium.
