Arresto Menor

the sheriff is asking P3,000.00 (service fee) for levying a property to satisfy plaintiff's claim. He does not issue receipt, only signs acknowledgement. Receipts are provided upon the issuance of the certificate of sale but aside from that the sheriff is asking for P1,000.00. Another P3,000.00 for levying another property if property sold during public auction sale did not satisfy the claim.Is this proper? what should be done by the plaintiff?
