PLS HELP - DEED OF EXTRA JUDICIAL

Gusto ko po lang mag inquire kung ano po ang tamang steps sa paggawa ng Deed of Extra Judicial Settlement of Estate. Ang problem ko po kasi is sa Pag Ibig Housing Loan na naiwan ng father of na hindi nya nabayaran. Pinapa assume po ng Pag Ibig sa akin ang payment. Kaso one of the requirements is eto pong deed na to. But while reading one of the posts and kung saan nalilito ako is the part where The decedent left no debts, or if there were debts left, all had been paid. But meron nga po naiwan na utang ang father ko sa Pag Ibig Housing na gustong ipa assume ng Pag Ibig Fund sa akin thru Loan Restructuring And Penalty Condonation. During his time, my father was not able to make even one payment sa PagIbig since 1985 until the time of his death on 1995. Nagkaroon po ng kaso yung bahay because the contractors did not fulfill the specified agreement, lumipat po kami hindi pa tapos yung bahay kasi marami na nagstos father ko. PagIbig was aware of the problem hanggang sa magsara na yung bank where my father secured the housing loan and there's still the problem of the contractor abandoning the housing project. So my father were not willing to pay even one amortization until his death. PagIbig people has made several visitations during the years 1986 - present. Supposed to be 25 years settled na yung housing loan but my father died in 1995 without even paying one amortization. Medyo naguguluhan lang po, i hope mabigyan linaw nyo po tong problem ko.
